Axis was appointed by Keolis Amey, the Welsh Government’s operator and development partner of the Wales and Borders rail service and South Wales Metro, to assist with planning upgrades and improvements to the public transport network.
To encourage regeneration around Cardiff and help deliver Wales’ net zero commitments, the Welsh Government has identified the need to improve sustainable transport links into the city centre. Increased car usage in Cardiff is causing congestion, delays and bottlenecks, as well as associated CO2 emissions. The government has recognised the need for measures to tackle these problems and boost the area’s competitiveness.
Axis was appointed by Keolis Amey, the Welsh Government’s operator and development partner of the Wales and Borders rail service and South Wales Metro, to assist with planning upgrades and improvements to the public transport network.
The planned works would reduce running times from Cardiff to the Heads of the Valleys, provide a reliable, green service for commuters via a brand new fleet of 36 bi-mode Metro Vehicles and help encourage regeneration in the Valleys, where unemployment rates are high.
Axis’ specialists have been assisting the team at Keolis Amey with planning advice and strategy for the implementation of works, which require a range of permissions and consents.
The improvement works require extensive use of permitted development rights and new planning permissions; the Axis team has coordinated and submitted a range of prior approval applications and planning applications associated with the various project components.
Planned upgrades include station improvements, construction of a new strategic rail depot, electrification works, removal of level crossings, provision of new vehicular and pedestrian bridges and other infrastructure improvements.
With our help, the project has secured planning consent for the £100m Taffs Well Metro Depot. The Axis team is now in the process of discharging pre-commencement planning conditions associated with the construction works and obtaining reserved matters approval for various elements of the development.
We’ve also facilitated planning permission for a new vehicular bridge crossing at Gelynis Farm to the north of Cardiff to facilitate the closure of an existing level crossing.
